Rule XII of the 2004 Revised implementing rules and regulations (IRR) of P.D. No. 1096, the 1977 National Building Code of the Philippines (NBCP) deals with the General Design and Construction Requirements i.e. excavation, foundation, enclosure of vertical openings, stairs, exits and occupant loads, and the like.
